In the debate, when Congress was considering authorizing the President to take action as a result of the events on September 11th, I stated then that we should not let the terrorists win. How do terrorists win? Terrorists win by forcing changes in the constitutional structure of a nation. Terrorists win by forcing a retrenchment of the basic rights to free speech, rights of association, right of due process, and many other rights. The terrorists win when there is a climate of fear created in a nation, and then is accentuated by government pronouncements.

America has a right to, and must defend itself. And I voted for that. But, as I said in my speech, we in the Congress have a responsibility to monitor the conduct of the administration and the conduct of its response.
